Duties:

POSITION SUMMARY:

The Chief Justice of the Department is the administrative head of the Department. The Chief Justice and the Deputy Court Administrator are responsible for the operation of the Department, its clerks, and other officers and employees and they have the powers and duties described in G.L. c. 211B, §10 subject to the superintendence authority of the Supreme Judicial Court. The Chief Justice and the Deputy Court Administrator are responsible for the management of the business of the Department, including personnel, financial administration and budget preparation, record-keeping, information systems and statistical controls, purchasing, planning, education, facilities, legislation and court clinics.

The Deputy Court Administrator holds office for a term that is coterminous with the Chief Justice of the Department and is eligible to be reappointed to serve additional terms and may be removed from office prior to the expiration of that term by the Court Administrator and the Chief Justice of the Department.

MAJOR DUTIES:

Coordinates the administrative functions and supervises the implementation of administrative and legal procedures within the Administrative Office and the divisions of the Department;

Develops plans for the Department which include goals and objectives for the continuous improvement of court operations;

Oversees the development of statistical and other management information in order to evaluate Juvenile Court performance and resource allocation;

Drafts or oversees the drafting of legislation, legal and administrative memoranda;

Analyzes the impact of such documents prepared by others regarding the Department;

Prepares an annual budget estimate, in detail, for the ordinary maintenance of the Department and, upon receipt, administers the appropriation;

Supervises the work of a diverse group of professional and support staff; and

Performs other duties related to the management of the Department as required by the Chief Justice.

Coordinates management duties with the Court Administrator.


KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the administrative and legal organization, functions, jurisdiction and authority of the court.

Comprehensive knowledge of the Massachusetts court system and court procedures.

Ability to organize, direct and coordinate administrative and program activities.

Ability to plan and supervise the work of others.

Ability to maintain effective working relationships with court officials, attorneys, subordinate employees, government agencies and the general public.

Ability to communicate effectively both orally and in writing.

Knowledge of and ability to use computer software including word processing, spreadsheets, and data bases.

Qualifications:

These are the minimum requirements necessary to apply for a position of Deputy Court Administrator:

A Bachelor’s Degree from an accredited college or university. A law degree from an accredited law school, or a graduate degree in business administration or management, or public administration, or a related field of study is preferred.

Demonstrated ability to identify management issues, develop creative and feasible solutions and interact positively with others acquired through five or more years of professional work experience.
