Race To The Top (RTTT) Initiative positions are temporary state positions that will perform duties to assist the Department of Elementary and Secondary Education in accelerating the Governor?s Education Action Agenda with the goal of transforming teaching and learning in every classroom and every school across the state.

The Office for Educator Policy, Preparation and Leadership (EPPL) has lead responsibility for policies and programs related to sustaining and increasing educator effectiveness across the Massachusetts K-12 public education system. EPPL is responsible for quality assurance for traditional and alternative programs that prepare pre-service and beginning educators for licensure; teacher recruitment initiatives; the educator licensure testing program; state and federal accountability reporting on preparation programs; and teacher quality initiatives under No Child Left Behind.

The Department of Elementary and Secondary will use RTTT funds to create a statewide system to measure teacher and principal effectiveness via multiple measures (anchored in student performance), and develop new tools, approaches, and policies to strengthen Local Education Agencies (LEAs) and state educator development. The incumbent of this position will assist and work with the project coordinator on the implementation of all strategies that will strengthen educator effectiveness, launch pilots on evaluation systems, refine evaluation guidelines, and create a new tiered licensure system.

The selected candidate who will perform the following RTTT duties:

assist and work with the project coordinator on the implementation of the following RTTT strategies: measuring student growth for each individual student; differentiating levels of effectiveness; using effectiveness measures in educator evaluation; ensuring evaluations include timely and constructive feedback from principals, including data on student growth; using evaluations to inform decisions; and reinforcing effectiveness and continuous improvement through state-level reforms;

assist in researching and analyzing teacher and principal effectiveness based on performance results;

facilitate the work with key personnel throughout EPPL and external stakeholders to connect RTTT initiatives to ongoing education reform efforts and to communicate results;

act as liaison between the Massachusetts Department of Elementary and Secondary Education (ESE) and external stakeholders;

assist with general program implementation duties; and

perform other functions as required.
